Qualified and licensed to practice before the Courts of New York, 2003, New Jersey, 2002 and the District of Columbia, 2013. Admitted to practice before the United States District Court for the Southern, Eastern and Western Districts of New York and the United States District Court for the District of New Jersey.

Experience

Mr. Chen represents the interests of owners, contractors, subcontractors and municipal entities in all aspects of litigation. He concentrates his practice in the area of general liability and construction law, including the New York Labor Law, personal injury and premises liability cases throughout New York and New Jersey. Mr. Chen began his career at a house counsel firm to a national insurance carrier defending individuals and businesses in bodily injury actions in New York City and Long Island. Mr. Chen's work includes precedent-setting case law under Mangra v. China Airlines Ltd., 7 Misc. 3d 499, 790 N.Y.S.2d 370 (Queens Co. 2005), where the insured escaped vicarious liability through the creative exclusion of forklifts under the definition of "motor vehicle".
